C-1 COMMERCIAL DISTRICT
Chapter 28, Article 4.20 Application of Regulations
(a) No building shall be erected, added on to, reconstructed or structurally altered, nor shall any building or land be used which does not comply with all the district regulations established by this chapter for the distric in which the building or land is located.

(b) The minimum yards and other open spaces, including the intensity of use of provisions contained in this chapter for each building erected, added on to, reconstructed or structurally altered subsequent to the enactment of this chapter shall not be encroached upon or considered as a compliance with yard or open space requirements or intensity of use requirements for any other building or adjoining building.

(c) Every building erected, added on to, reconstructed or structurally altered subsequent to the enactment of this chapter shall be located on a lot fronting on either a private or public street. 

(d) Any use not specifically listed in the Schedule of Regulations as a permitted use or a special exception use is prohibited in all zoning districts. Any doubt as to whether or not a particular use is allowed as a permitted use or a special exception use shall be resolved against the approval of such a use.

C-1 The purpose of this district is to accommodate limited professional and administrative office uses compatible with adjoining residential areas.

1. Business or professional offices, excluding medial offices.
2. Banks and financial institutions.
3. Churches, synagogues or other houses of worship.
4. Eating and drinking places without live entertainment, provided that such use shall not occupy more than twenty (20) percent of the gross floor area of the structures in which they are located.

1. Off-street parking and loading.
2. Accessory uses customarily incidental to the permitted or approved special exception uses.
3. Outdoor produce sales (fresh fruit, vegetable, plant and flower retail sales), accessory to a retail use which primarily sells unprepared (uncooked) food, or beverages or both, subject to the following conditions:
a. Applicant to submit a plan showing the size and location of display and sale area.
b. Display and sale area shall be set back twenty-five (25) feet from any lot line abutting a public street, shall not shall not be located within a driveway or drive aisle, shall not occupy more than two (2) parking spaces, shall not exceed a total area of two hundred (200) square feet and shall be maintained in a neat and orderly condition.
c. Such uses shall be separated by at least 1,000 feet from any other such use.
1. Public or private academic schools, business schools and colleges.
2. Live entertainment.
